GPD is counted among the top 5% of agencies it’s size in Illinois. I will continue to support current projects that include improvements in customer service, ADA accessibility and energy efficiency updates.
Fiscal resourcefulness has paired with grant funding during the 14 years I have been a board member to bring amenities such as the Butterfly House at Peck farm and most recently the bridge renovation in Island Park.
Meeting the needs of our community and sustainable use of resources Continue to be top priorities for the Park District.
The Geneva Park District levy falls under the regulations of the tax cap. Geneva continues to grow. The needs of the community continue to change. I support the use of strategic planning that uses regular community surveys and viable long and short range master plans to guide the district in levy requests.
The fiscal downturn has made it prudent for the park district to accept corporate sponsorship to help fund some improvements. Allowing advertising opportunities at select locations where appropriate is a recent development. I wish corporate sponsors weren’t necessary but agree with the boards decisions to allow this revenue source.
Completing the renovation of the bridge at Island Park. Analysis of the bridge for safety concerns was conducted almost 10 years ago. Grant funding was difficult to secure but thanks to the diligence of the park district staff the bridge project is finally complete. The Bridge will be dedicated this spring after the gardens have been planted.
Voters who know me know that I am passionate about our community.
My family has years of extensive first-hand experience with park district programs as participants and as volunteers.
My relationships with community members and other government agencies have developed with my service on the board helping to guide me in policy decisions.
Since joining the board my interests have grown to include the study of landscape design and landscape architecture giving me a broader understanding of constraints that affect facility development.
I appreciate serving as a park district commissioner in Geneva and with would like to ask voters to re-elect me to the Geneva Park District Board for another term.
Prior to moving to the Geneva area 12 years ago, I was a Village Trustee in Hanover Park and before that the Chairman of the Development Commission. While living here I’ve been elected as a Precinct Committeeman. In my career, I have designed numerous recreational facilities, working for Park Districts and School Districts. I was the Construction Administrator for the construction of a private gymnasium. The experience that I’ve gained as a Village Trustee and the Chair of the Development Commission helps me to understand how government works; taxes, levies, ordinances, etc. My experience as a civil engineer helps me to understand how facilities are designed and constructed. However, I think the most pertinent experience I have is spending 8 years as an assistant baseball coach for the Geneva Baseball Association. It has been such a treat to help coach these boys that are now developing into fine young men.
1. Maintaining the facilities that we have. As a relatively built-out community we have a number of park facilities throughout the City and the unincorporated areas within the Park District. Some of those facilities are in need of repair and/or upgrade. I want to make sure that the staff focuses their resources on maintaining and upgrading those facilities before we expand into new ones.
2. Although the Geneva Park District’s percentage of the property tax bill is only about 5.5% of what we pay in total, it is important to remember that many of us have gone through periods over the last four years where paychecks have been lower than we had been used to or non-existent. Any spending has to be viewed within that prism. All of the programs and purchases have to be balanced against whether it is truly a needed expenditure and the lifecycle cost.
Tax levies are a complicated issue. There are parts of the tax levy that are, for all practical purposes predetermined. These include bond repayment, pension obligations, etc. In fact, there is a separate levy for the Park District Pension, which probably cannot be frozen. There are always minor fluctuations in the levy based on Equalized Assessed Value and other condition, so a “freeze” in the levy, while a nice soundbite, is not always practical.
That said, I will not vote for an increase in the levy based on any program expansion until there is a rebound in the housing prices. Even after that, I would be highly reluctant to appreciably increase the levy. We need to increase revenue though growth, not additional taxation.
It’s difficult to second guess the existing Board without the privlege of the information and presentations that they have had for years. However, I would probably not have voted for the extent of development on the northern portion of the Peck Farm natural area (Phase III and IV). The area is well served by natural areas provided by the Kane County Forest Preserve District. While I believe that natural areas are a function of the Park District, I would have liked to have seen those expenditures in other areas.
The Park District is committed to making some improvements based on the agreement with the Peck family to acquire the land, and those commitments should be honored. I just believe that there are other uses that are better suited for that property.
First and foremost, I think the Board and staff has done a great job of keeping the Park District running and providing a level of service during the tough economic times that we have had. Tax revenue has been somewhat stagnant over the last several years while costs have gone up. Through this, the Park District has moved along with little disruption to the public.
Certainly the reconstruction of Island Park Bridge is a major accomplishment. It was a difficult project to complete and during the construction, there were a number of activities that had to be accommodated. All of this happened with few hiccups.
For me, this is not just any position. There was only one position that I wanted to run for because of my experience and expertise. I have always had a passion for recreational facilities and my design background will allow me to make a contribution to the Board. I’ve been attending the Park District meeting since the Spring of 2012 in order to get to know the activities and the organization of the Board and staff. I felt that it was important to know the job before taking it. I hope this shows my dedication to the position and the commitment that I will make if I am fortunate enough to be elected by my fellow residents.
The top item on my list would be my over 22 years of being a member of the Geneva Plan Commission. This experience has allowed me to learn how work with government regulations, work with group dynamics and develop an understanding on how to find common ground that will work in the best interest of the involved parties. My attendance record over that period, only a handful of absences in over 300 meetings, shows dedication to meet my commitment to our community. One has only to look at the growth since 1990 to understand the amount of work that the Commission has undertaken while I have been privileged to be a member. I have also served on the Board and as President of the Geneva Senior Housing Corporation, a not-for-profit, that worked to bring senior housing to Geneva in the late 80s till early 2000s. I have served as a volunteer with the Geneva Beautification Committee since the late 1990s. Additionally I am a member of the Geneva Lions Club.
My top priorities are to continue learning as much as possible about the district. This includes reviewing past customer surveys, finding out what the users need and want, understanding how State mandated requirements impact our district, looking at past board actions and melding together all that information with the financial resources available to the district. I would work with the other Board members to provide the highest level of service to our customers while maintaining sound financial practices. The upcoming customer survey will help the Commissioners continue to look at the wants of the community and make sure we address the needs. The Park District has shown a good past record of planning based on community surveys and I look forward to participating in that process.
I believe it is fundamentally naïve to promise that. The realty is that past actions to provide services have consequences that require funding levels to keep up with the increasing cost of providing those services or we have to cut the services. Additionally the math involved with property taxes is convoluted to the point where decreasing housing values guarantee increasing property taxes. I would support looking at user fees schedules to help increase revenue to reduce property tax burdens where that can be implemented. Once current bond debts become callable, the District will be looking at how much can be saved be refunding, the bond markets equivalent of refinancing, these obligations. That could potential result in some savings to the taxpayers but it is a few year until the bonds become callable.
Having served on many Boards, I understand that information the Board uses to make its decision is usually not the same information that the public sees. Therefore I can not say I disagree with any of the past decisions the Board has made since I was not privy to all the information that Board had. That being said, I would fully support any taxing districts attempt to place full disclosure of information on its website so the public has the same information going into a meeting that the Board has, limited only by items deemed required by the Open Meetings Act to be keep confidential to the Board only.
No one single accomplishment stands out as the collective work the Board has done continuously shows a dedication to providing high quality services. The District has scheduled to do a update to its Master Plan in 2013 so that follow up to the 2008 Master Plan is probably my favorite item. Without monitoring and updating the needs of the Community the taxing bodies could be missing the desires of its customers. By scheduling updates every 5 years the Park District has shown a dedication to having a well thought out Master Plan and then executes the plan with fiscal responsibility. One has only to look at the District’s replacement budget to notice that.
I feel that I have shown a long term commitment to public service in Geneva. The office I seek is unpaid as have been all my previous positions. Since I am fully retired, from two noncompeting long time professional positions, I have the time to fulfill the obligations for which I am asking the voters to give me. My past history of public services details the highest of ethical standards, personal integrity and my attendance record confirms my commitment to fulfill the duties of the office.
