I have been a resident of the 6th ward for over 20 years, and alderman for the last 8 years. I come from a family of life long civil servants and thought it of great value to continue this tradition as it fulfilled my desire to give back to my community and helped me educate my sons on the pride and enrichment which can be attained by serving a community. Professionally I have been successful in providing organizations software to manage their distribution processes, focusing on creating operational efficiencies, enhanced customer service, and tighter financial controls.
During my eight years as alderman I have served on both the Government Services and City Services Committee (Vice Chairman) and am currently the City of Batavia’s representative on the Tri City Ambulance Board. This experience is of great value as the constituents expect the same level of service they have become accustomed to as revenues to the city have been reduced due to the condition of economy.
The economics of providing residents the level of services they have become accustomed to will remain challenging due to the economy and the financial condition of the state of Illinois and the Federal Government. I believe that through more intergovernmental relationships with other taxing bodies as well as neighboring cities there is an opportunity to aggregate services, thus reducing redundant resources and the associated costs, leaving the tax payer with less of an overall tax bill.
The continuance of the street scape project is paramount to the success of the redevelopment of the downtown district. With a limited amount of resources, funds need to be allocated where they will produce the greatest impact in the areas of enhanced walkability, pedestrian safely, and increased sales tax revenue opportunities. We need to carefully study where the shovel goes in the ground next.
Diversity is critical for the sustainability of the community. Critical to this area is affordable housing stock allowing first time buyers the opportunity to stay in Batavia, as opposed to putting down roots elsewhere, as well as providing the aging population the ability to call Batavia home through the retirement years on fixed incomes while having affordable tax rates.
Freezing the City’s tax levy is not a safe or responsible thing to do until housing values rebound. The City is primarily a service organization. 73% of the City’s expenditures in the General Activities Fund are for employee wages, benefits and insurance. Police and Fire protection, and Public Works account for 72% of these expenditures, so to set a fixed levy amount could jeopardize the safety of the community which is not acceptable. From year to year budgeted revenues and expenditures are very dynamic and as a result unpredictable. To freeze the ability to adjust the tax levy would be to handcuff the elected officials who are charged with keeping a balanced budget while providing valued services to the community. The City’s portion of the taxpayers’ real estate taxes is less than eight percent of the taxpayers’ overall liability. The owner of a $300,000 home would have paid $8,084 in overall taxes, $632 to support city services in 2012. As you see, freezing only the City’s tax levy would provide minimal relief to a family budget. The real opportunity is to work with all the taxing bodies through intergovernmental agreements to eliminate redundancies which exist among the taxing bodies.
The beginning of the streetscape project in downtown Batavia has been extremely successful in my estimation. The project created a tremendous amount of energy in this area of the downtown and significantly increased the number of businesses on and surrounding North River Street. North River Street is now at 100% occupancy, and Wilson street occupancy in the adjacent area has increased as well as a result of this project. One of the main objectives of the streetscape was to create a pedestrian safe and friendly atmosphere, and I do believe we have done that. During the planning phase of the project, it was considered and discussed as to whether or not to allow automotive traffic to continue to travel through this area. I regret that the city council did act more aggressively in turning North River Street into more of a Downtown Market Square or Plaza, prohibiting the use of cars making this remarkable space even more pedestrian friendly. I suspect after the street is closed to traffic for special events, this conversation may come up again, and I welcome it.
I think the biggest accomplishment of the city council in the past year has been the annexation of the Mooseheart property into the city. While the fruits of this accomplishment will not be enjoyed as quickly as the streetscape, the annexation will prove to be significant to the City for many years to come. The annexation will provide for the city and all the taxing bodies an increase in EAV, while not adding any additional burden to the other taxing bodies. A significant portion of the land use of the annexed property will be dedicated to an adult community which will add to the tax base and not the School District enrollment. This also creates an additional diversity in housing, allowing our aging/empty nesting population the ability to downsize and remain in the community. With significant frontage to Randall Road, this annexation will also create a significant opportunity to increase sales tax revenues to the city and other taxing bodies, further reducing dependencies on property taxes. I also see this annexation as a means of connecting the area of the city west of Randall Road to the Fox River and the downtown by extension of the Fox River bike trails west from the river.
Eight years ago when I was asked by Mary McCarter who occupied the seat on the council I sit in today asked me to consider taking her place, I asked her “why me?”. Her reply was “You don’t have an ax to grind”. Four years ago, when it was time to consider continuing with my public service to the community the city administration and the city council made some very difficult decisions recognizing that the economy was not going to support the size of our organization. I felt obligated to see through to the end, a significant right sizing of the city work force and chose to serve the community again. It is debatable as to whether or not the economy has hit its lowest point, as a result, the need remains to hold firm on spending and measure the value of each tax dollar spent. This election 20% of the city council will turn do to vacancies, senior leadership is paramount as we yet have some work to do.

My business experience lends itself nicely to the needs of this City Council. I have 25 years of business experience, including extensive investment and risk management. Beyond that, I am a man on a mission. I will immediately make an impact on how the council invests in small businesses and economic development, as well as better protect the taxpayers from risky decisions.
There are three core issues facing Batavia: Economic development, real estate taxes/property values, and budget management. First, we need a council that is focused on economic development, especially in the downtown area. If we want to increase economic development, we must address policies and practices that create impediments to doing business in Batavia. Second, we need to focus on the direction that real estate taxes go in relation to property values. The taxes should not be increasing while property values decrease. I will work to see that taxes and property values are in sync with each other. Finally, we need better fiscal decisions and transparency when it comes to managing the City’s budget. I think that with my business experience and education, I am ideally suited to tackle these three important issues.
I would strongly support the freezing of our annual tax levy as long as we could continue to provide the level of quality service to our citizens that they have come to expect. Freezing taxes, then running up debt is not a solution. If I could be convinced that this freeze would not reduce any important programs, I would wholeheartedly support such a cost-saving measure.
Investing in Prairie State Energy Plant without discovering the downside risk or determining an exit strategy. The risk/reward ratio is terrible. We are all stuck in a bad investment. No investment should ever be made without an exit strategy determined beforehand. I’m not even including the risks that are associated with Prairie State being the largest source of CO2 built in the US in a quarter century. Also, the lack of transparency and communication on this project has been appalling.
Finally granting McDonald’s approval to rebuild their downtown location.
So they have a voice in this town. I am a man on a mission. The three priorities listed above all lead to one objective. Lower real-estate taxes for the voters. Also, there is a serious lack of 2-way communication in our ward, and I intend on changing that.
For the last couple of decades at Fermilab, I’ve worked in several large collaborations. I’ve helped solve problems with the complex data acquisition systems. This involved dialoging with people from all levels of the collaboration including managers, other system experts, and system operators.
In general, I am able to understand complex issues and then explain them, in
several different ways, such that people from different backgrounds can understand.
My top priority is connecting with the people of ward 6. I’ve have learned, from a past alderman, that it is possible to do this utilizing email for the majority of the residents and then filling in the remainder via phone, neighborhood contacts and/or face-to-face meetings.
My second priority would be to move forward on the downtown revitalization with an emphasis on “return on investment” for the residents.
My third priority would be to increase the level of transparency associated with council activity.
From the 2012 BPS Tax Extension presentation:
“Your EAV no longer dictates what your tax bill will be: your property’s change in value relative to the district’s overall change will.”
With that, instead of housing prices, household income would be more appropriate.
Most residents I’ve talked to are struggling because the change in their income, over the past few years, has been well below the increase in CPI.
They have accepted that they have to cut services. The degree of struggling may be masked by Batavia’s demographics data which shows the Est. Average Household income has increase 6.1% from 2010. The CPI for the same period is projected to increase 6.4%. These are fairly close. However, I believe the situation is worse because A) the median income only increased 2.2% and, B) there has been significant increases in the lower income ranges and significant decreases in the middle ranges.
With this in mind, continued considerations to “freeze” levies should be made until a more uniform increase in income occurs.
My latest tax bill shows that 11 of 17 levies resulted in decreased dollar amount from the preceding year. However, the levies from the remaining 6 resulted in increases. The overall result was a higher bill.
The residents would appreciate being involved in dialogs on potential cuts to services provide by the districts so the overall result will be a lower bill.
I disagree most with the decision, made by 7 of the current council members back in May of 2007 (6 of the other council members are no longer serving), to buy an additional 5.2 Megawatts share of the Prairie State Project. They had already put “all their eggs in one basket” with the 50 Megawatts share which 8 of the current alderman voted for. There was one alderman (no longer serving) that voted against the additional 5.2 Megawatts suggesting it would limit the city ability to diversify its energy portfolio. This decision has had many negative consequences over the years and is projected now to have significant adverse effects for years to come.
The council approved the Proclamation honoring John Heath for his work with thousands of students and his work in enhancing community events with the music of the High School bands.
Voters should elect me because I will work hard to connect with them and be their voice. I’m hard working and conscientious. On issues where my personal opinion
does not match the majority of the people in the ward, I will always vote the will of the people even if the rest of the city council votes the other way. On complex issues where the residents need help in understanding why the city staff is recommending a certain course of action, I will work hard to first understand, in detail, the issues myself and then at explaining the issues to the residents.
